The European Commission has published its fourth annual report on how citizens’ rights under the EU-UK Withdrawal Agreement are being applied. Covering 2024, the report looks at how the rights of EU citizens living in the UK and UK nationals living in the EU are protected after the UK’s exit from the EU.
The 2024 report shows that, overall, the rules are being applied consistently across the EU. Most issues raised were minor and have been resolved through cooperation between national authorities and the Commission.
The report also sets out updates to guidance and resources to support citizens and administrations. This includes information on the Entry/Exit System (EES), permanent residence procedures, and the treatment of Withdrawal Agreement beneficiaries at the border, as well as updated Schengen forms to facilitate smoother crossings.
Civil society groups and stakeholders continue to help identify challenges experienced by citizens on the ground, supporting the proper application of the Agreement.
